Windows logs this event if it is unable to start a task. Research the error value with a search engine, or view the error description in the Task Scheduler application.

The Windows Task Scheduler on 2008 is notoriously buggy, and configured tasks can randomly stop working. As such it's highly recommended to monitor this event with a monitoring solution.
