The Windows Management Instrumentation (WMI) service was PAUSED on the host where this message was logged. This host had a GPO assigned to it which utilized WMI filtering. Since WMI was paused, the WMI filter of the GPO could not be evaluated.
Resuming the WMI service resolved the issue.
