213LicenseServiceReplication of license information failed because the License Logging Service on server <Server> could not be contacted.
According to Microsoft support this is a very buggy program and is considered to be unreliable. The code is the same as it was in NT4 and if they were doing an audit they would not trust what licensing service reports. Their recommendation was to disable the service on all domain controllers. When I did this the errors stopped.
